"Joyal told the Members of Parliament that he simply wants to ensure that federal policies reflect the "French Fact" as much as the "English Fact" has been reflected in those policies since the beginning of Canada.

Both the official languages - English and French - have rights and privileges under the new Constitution of Canada, Joyal said, and both "must be on an equal footing".

He said that as the reason for programs in the secretary of state's department which are designed to encourage access by language minorities in every province to the federal government programs."
